VIDEO: Six people were killed when a building in Philadelphia collapsed.

Authorities expected to file manslaughter charges against the man who was operating the crane at a Philadelphia building collapse that killed six people on Wednesday, officials said.

Marijuana was found in the system of the crane operator, Sean Benschop, 42, after the collapse, according to police sources.

The operator also admitted to taking codeine and other prescription drugs before the accident, and he was outfitted with a soft cast up to his elbow while working the heavy machinery, police sources told ABC News station WPVI. A source later confirmed the details to ABC News.

Mayor Michael Nutter’s office had said Benschop was charged with six counts of involuntary manslaughter and one of reckless endangerment, but the Philadelphia District Attorney’s Office later said that was mistaken.

“No one has been charged with anything in this case,” said Tasha Jamerson, a spokeswoman for the Philadelphia D.A.’s office.

Benschop declined to answer questions when a reporter with the Philadelphia Inquirer contacted him by cell phone today.

Citing court records, The Inquirer reported Benschop has been arrested 10 times for a range of offenses, including drug charges, theft, firearms and assault.

In addition to those killed, 14 more were injured when the vacant building collapsed on a Salvation Army Thrift Store Wednesday morning.

Rescue workers used buckets and their bare hands to move bricks and rubble to free a 61-year-old woman late Wednesday night, but that was the sole piece of good news to come from the pile of rubble where a four-story building used to stand in Philadelphia’s Center City.

The 30-hour search-and-rescue operation for additional victims ended Thursday. At that time, Mayor Michael Nutter told ABC News that officials were confident there were no more people buried.

Those killed were identified as Kimberly Finnegan, Borbor Davis, Anne Bryan, Juanita Harmin, Mary Simpson and Roseline Conteh.

The building was being torn down as part of a community redevelopment project. The thrift store was open throughout the demolition.

Two of those killed were Salvation Army employees.

“We are deeply saddened by the tragic loss of life of the six individuals who perished in the wake of yesterday’s building collapse,” the organization said in a statement. “The passing of these individuals, including two of our employees, will be felt across our entire organization and throughout the community.”

Philadelphia officials were facing tough questions over whether the accident could have been prevented.

Nutter and the city’s commissioner of licenses and inspections, Carlton Williams, have conceded that complaints about the working conditions at the demolition site were not followed up on.

City officials said that a routine inspection had found no violations at the property before demolition began. Williams said that inspectors had visited an adjoining property in May after complaints were lodged, but they found no violations and did not return to the Market Street site before Wednesday.

“No subsequent inspection occurred to indicate there was any unsafe conditions,” Williams said. “We did not follow up and we are definitely looking into that.”

Nutter promised a “wide-ranging investigation” into how and why the building collapsed.

Four people were killed in a bullet-riddled rampage across Santa Monica, Calif., that apparently ended with the suspected shooter also dead amid gunfire on a college campus, police said.

The suspect died after a shootout at Santa Monica College, police said, but authorities were investigating approximately nine crime scenes across the city believed tied to the spree. Five to seven of those crime scenes apparently involved gunshots fired, Santa Monica Police Sgt. Richard Lewis told reporters late Friday.

In addition to the dead, at least five people were injured, police said. They included one critically injured person whose life was in jeopardy, a person hospitalized in serious but stable condition and three people sent to hospitals with less serious injuries, Lewis said.

Santa Monica Police Chief Jacqueline Seabrooks initially said “as many as six” victims, plus the suspected gunman, had been killed in the rampage. But police later lowered the death toll to four dead, plus the suspect. Lewis suggested the initial overcount may have been caused by overlapping witness reports of the same fatalities.

Lewis said the motive for the shootings remained under investigation, but police expected to be able to have more details on the suspect and the circumstances of the crime at a news conference planned for Saturday.

“We don’t know what sparked this incident, if it happened 10 minutes before, if it was spur of the moment, if it was planned out. We don’t know that,” Lewis told reporters late Friday.

Authorities first responded to a report of shots fired at 11:52 a.m. PT and found a house on fire. The found two dead bodies inside, fire officials said.

“While conducting a primary search, we found multiple victims,” Santa Monica Fire Chief Scott Ferguson said, according to ABC News Radio. “It was clear that they were fatalities and, as such, in order to preserve the crime scene, our firefighters mitigated the fire and backed out in order to preserve evidence.”

Police later said the suspect may have had a relationship to the two people found dead in the burning house, but would not specify what the relationship was.

At the same time as the house fire, authorities received reports of a carjacking and multiple shootings now believed related, according to police.

When officials encountered a suspect, he took off towards Santa Monica College.

“There was an exchange of gunfire at that time and the suspect attempted to evade the officer by running off to the college campus,” Seabrooks said.

The suspect made his way towards a library, where he shot at least one woman and then went inside, pursued by law enforcement, police said.

“He continued to shoot at them,” Seabrooks said. “The officers came in and directly engaged the suspect, and he was shot and killed on the scene.”

In 911 calls, the shooter was described as armed with several weapons and possibly a long gun or shotgun.

Seabrooks said the suspect used an AR-15 assault rifle, though Lewis later qualified the description.

“It’s an assault-type rifle,” he said. “I don’t want to go as far as to say it’s an AR-15, but that is the style of rifle it is.”

Elsewhere on the campus, a person of interest was taken into custody, then released when his claim not to be involved checked out, Lewis said.

“He is not a suspect in this case,” Lewis said. “At this time, we believe it is a single gunman and that part of it has been resolved.”

Two female victims were hospitalized at Ronald Reagan UCLA Medical Center — one in critical condition in an intensive care unit and one in fair condition, the hospital said in a news release this evening.

Another victim brought to the hospital died after suffering primarily abdominal injuries, said Dr. Marshall Morgan, UCLA Medical Center’s chief of emergency medicine.

Three other women with relatively minor injuries were treated and released at UCLA Medical Center, Santa Monica, the hospital said.

The college campus went on lockdown following the shootings as police attempted to secure the scene — which Lewis said police accomplished when they determined the only suspect in the shootings was dead.

“The school is not on lockdown,” he said late Friday. “It is closed, obviously, because there are numerous crime scenes along the campus. The city of Santa Monica is very safe.”

Santa Monica College student Sam Luster was preparing for a presentation in the school’s library when he heard gunfire.

“We didn’t know what was happening until all the students at the entrance of the library started running down towards the bottom of the library,” Luster told ABC News Los Angeles station KABC.

Luster took cover under a desk before moving towards an exit. He said he heard multiple gunshots near the exit.

The father of a 4-year-old who brought his dad’s loaded handgun to a Maine day care center has been charged with reckless conduct.

Prosecutors said Wednesday that 31-year-old Adam Keene of Madison will be summoned to court to face the misdemeanor charge.

District Attorney Maeghan Maloney says Keene acted in a manner that could have ended in tragedy, but because she thinks his acts were unintentional, he won’t face a felony charge.

Police say an employee found the .380 caliber semi-automatic handgun in a bag the boy brought to Rollins Family Child Care Center in Hallowell on April 23. The gun’s safety was on, but a round was in the chamber.

Keene owned the gun legally.

His lawyer tells the Kennebec Journal (http://bit.ly/11je0lw) his client was “horrified” by what happened.

Russian President Vladimir Putin and his wife Lyudmila have said their marriage is over.

The couple, who had been married for 30 years, made their divorce public on Russian state television after attending a ballet performance.

“It was a joint decision: we hardly see each other, each of us has our own life”, Mr Putin said.

Mrs Putin had rarely been seen in public in recent months, prompting much speculation in Russian media.

She is known to dislike publicity, and told the TV that flying was difficult for her.

The divorce was “civilised” and the couple would “always remain close”, she added.

Mr Putin confirmed to the TV that the two were no longer living together.

Vladimir Putin and Lyudmila Shkrebneva were married in 1983. They have two daughters, Maria and Yekaterina, both in their 20s.

“Our children have grown up; they have their own lives,” Mrs Putin added.

She and Mr Putin were last seen together at his inauguration for his third term as president on 7 May 2012.

The divorce announcement came after the couple had gone to see the ballet Esmeralda at the Kremlin Palace – they left after the first act.

The BBC’s Steve Rosenberg in Moscow says that tonight’s announcement confirms what had been rumoured for years, that the Putins were having marital problems.

But the news has still come as a shock to many Russians, who are not used to their leaders getting divorced, our correspondent adds.

A wildly inspiring New York boys volleyball player passed away after a long fight with lung cancer on Tuesday, bringing an end to the touching saga of one teen’s determination to continue playing the sport he loved even as his body was ravaged by disease.

As reported by the New York Post, 18-year-old one-armed Brooklyn (N.Y.) Fort Hamilton High senior Eddie Nogay was pronounced dead at Memorial Sloan-Kettering Cancer Center in New York. He had celebrated his 18th and final birthday just a day before, touchingly following through on a promise he made to his mother and brother, Victor, that he would not die before his 18th birthday and then that he wouldn’t die on his birthday itself.

Nogay’s official time of death made that final promise to live through his birthday his last success: He passed away at 12:01 a.m. on Tuesday.

“We always expected this,” Victor Nogay told the Post. “We had hope, but that was more like praying for a miracle. Eddie knew it. He was prepared for it. … He was preparing us all week.’’

Nogay gained national attention in April, when he began competing on the Fort Hamilton boys volleyball team with only his left arm. His right arm had been amputated below the shoulder after a sarcoma was found in his right elbow in fall 2012, but he refused to stop competing in volleyball, and persisted through the entire 2013 season despite two collapsed lungs, even returning from a forced medical respite to score the first point of Fort Hamilton’s city playoff opener and eventually lead the team to the city quarterfinals.

The entire season was a fitting testament to Nogay as an athlete and a fighter. That fight continued all the way to his final day, when his family had planned to have a birthday party in the hospital.

Instead, the 50-odd classmates and friends who showed up to celebrate with Nogay found themselves giving final goodbyes to a teen who seemed to have inspired everyone he came across after his initial diagnosis.

“Eddie left an impact on people,” Victor Nogay told the Post. “There isn’t anything I can say he hasn’t already done himself.”

MICHAEL Jackson’s daughter, Paris, has been rushed to hospital after she tried to take her own life.

Entertainment Tonight reports that her mother Debbie Rowe confirmed the suicide attempt, saying Paris has “a lot going on.”

“We appreciate everyone’s thoughts for Paris at this time and their respect for the family’s privacy,” she said in a statement.

Her grandmother Katherine Jackson issued a statement saying: “Being a sensitive 15-year-old is difficult no matter who you are. It is especially difficult when you lose the person closest to you.

“Paris is physically fine and is getting appropriate medical attention. Please respect her privacy and the family’s privacy,” said the statement, issued by her lawyer Perry Sanders.

TMZ reports that the teenager was taken out of her Calabasas, Los Angeles home on a stretcher at 2am on Wednesday (7pm AEST).

The emergency call is said to mention a possible overdose but other sources are saying that there was cutting involved as well.

TMZ quoted some tweets from the teenager posted on Tuesday night including “I wonder why tears are salty?” and “yesterday, all my troubles seemed so far away now it looks as though they’re here to stay.”

Los Angeles County Sheriff’s Department spokesman Steve Whitmore said: “At 1:27 this morning, sheriff’s deputies responded to (an address in Calabasas) for a medical situation.

Medical support was offered, and a patient was transferred to an area hospital,” he said, adding that he could not by law identify the person involved.

A source close to Paris told TMZ – which famously broke the news of Michael Jackson’s death in June 2009 – that she has “tried this in the past.

This was far more serious. It was not a cry for help,” said the source.

Paris – Jackson’s middle child, along with older sibling Prince and younger brother “Blanket” – has made a start in the entertainment industry, starring in a film Lundon’s Bridge and the Three Keys, in development.

A 20-minute video of the teen applying makeup was posted to YouTube last week. Paris says on Twitter she doesn’t know how the video, in which she repeatedly asserts, “I am so weird,” ended up on the site.

“I hope you guys liked it tho and didn’t think i’m too crazy,” she wrote. “i get weird when i’m not around people lol.”

Katherine Jackson shares guardianship of her son’s three children – Paris and her brothers Prince, 16, and Blanket, 11 – with the singer’s nephew, TJ Jackson.

Katherine is currently in court in Los Angeles, suing the promoters of Jackson’s last doomed tour for negligently hiring doctor Conrad Murray, who was convicted in 2011 of involuntary manslaughter over his death.

The 83-year-old has been in court for much of the last five weeks, but was not in court on Wednesday.

Paris has been listed as a witness in the trial, which is expected to last several months, and which so far has heard a lot of the same evidence recounted at the Murray trial.

Over the last two weeks senior AEG executives have taken the stand.

Jackson’s lawyers have pressed them over accusations they should have known Murray was not an appropriate doctor for the singer, who was a drug addict and suffered from various ailments including chronic insomnia.

Jackie Morgan MacDougall hoped the faux-hawk phase would be fleeting. Her 6-year-old daughter, Lucy, desperately wanted to chop her long black hair into the short, spiky style – a move the mother of two boys and a girl could hardly bear.

“She’s just so darn cute with this beautiful hair,” said Morgan MacDougall, who as a child lamented her own dull red mane, which she starting perming in the third grade. “But she’s very secure in herself and who she is, and she didn’t want the hair.”

Morgan MacDougall quickly realized that her own “appearance issues” were clouding her parental judgment.

“I thought, ‘Why am I doing this?’ It’s not for her,” she said. “How do I teach my only daughter not to look the way that other people tell her when that’s what she’s doing for me?”

That’s when Morgan MacDougall took Lucy to the nearest hair salon and asked a bewildered stylist to bring on the faux-hawk.

“She was very confused by the request,” said Morgan MacDougall, who documented the chop in a series of photos. “Then the woman next to us said, ‘Oh, you’re such a cool mom,’ – loosely translated to, ‘I would never do that to my kid.’”

But one look at Lucy’s face and Morgan MacDougall knew she had made the right decision.

“I can’t express how I felt seeing her with that smile,” she said. “I can say with words, ‘Whoever you are, whatever your choices, I love you,’ but that can never touch her the way driving her to the hair salon did.”

Alan Kazdin, a professor of psychology and director of the Yale Parenting Center, said parents should “let as many of these things go as they can in the spirit of compromise,” stressing that hairdos and clothing choices are temporary.

“Now, tattoos and weird orifices might be different,” he added. “But cutting one’s hair, maybe let that go.”

Morgan MacDougall said she’ll cross the tattoo bridge when she comes to it.

“I have two tattoos, not that one would ever know,” she said. “I would hope to teach her the permanence of it, but at same time, if that’s how she wants to express herself in creative ways, I think there are lot worse behaviors to have.”

Kazdin agreed, stressing that while compromise and flexibility are important, parents also need limits.

“You compromise because it makes you more powerful when you do make a claim that can’t be compromised,” he said. “So that you can say, ‘No, you can’t go to a home where there are no adults. No, you can’t have sex and birth control right now.’”

“The cliché is, ‘Pick your battles,’” he added. “But these aren’t battles. We’re all trying to raise our children into great adults. There are no sides.”

Kazdin said Morgan MacDougall should be praised for putting her daughter first despite her personal hang-ups.

“Child-rearing is about the child, not the parent,” he said.

Morgan MacDougall blogged about her inner battle to see what other moms had to say: Some said they’d do the same, while others said there was just no way.
